تحقيق سه جز اساسي دارد كه عبارت از محتوي، روش شناسي و مديريت و اداره تحقيق است. گرچه طي سال هاي اخير پيشرفت هاي خوبي در كشور در زمينه محتوي و روش شناسي پژوهش حاصل شده است لكن در مورد مديريت و اداره تحقيق كمتر كار شده است. نيروي انتظامي با تخصيص منابع و اعتبارات قابل توجه در امر تحقيق در صدد است دانش پليسي را ارتقا داده و با بكار گيري نتايج تحقيق در رسيدن به اهداف سازماني خود موفق تر عمل كند. مديريت و اداره تحقيق ضرورتي است براي تحقق مرز شكني دانش پليسي كه در اين مقاله به فرازهايي از آن پرداخته مي شود. هيچ كدام از عناصر تحقيق مستقل از يكديگر نيستند، بر روي هم تاثير مي گذارند و ارتباط دروني عميقي با يكديگر دارند. سازمان بايد هدف و ايديولوژي مشخص داشته باشد و باعث حفظ ارتباط بين نقش فرد و گروه، مسيوليت آنها و ايجاد كارآيي لازم در افراد و ساختار، به صورتي منسجم شود. هم چنان كه مقوله پژوهش ماهيتي رقابتي مي‌يابد، مديران مسيول پژوهش هم بايد در رويكرد خود در مورد مسايلي چون كسب درآمد و صرف منابع بر اساس اصول حاكم بر دنياي كسب و كار و تجارت عمل كنند. در اين راستا ارزيابي مرتب از خود و بهسازي مداوم سازمان امري ضروري است: ارزيابي خود مستلزم داشتن اطلاعات كامل از فعاليت هاي داخل سازمان و مقايسه‌هاي دقيق و معتبر با سازمان هاي رقيب است. امروزه اين نياز در حيطه تجارت و حيطه‌هاي مشابه مثل سلامت و تا حدي هم در حوزه آموزش شناخته شده است. روش ها و امكاناتي در دست است كه مديران پژوهشي را در كار ارزيابي و محك زني وظايف خود كمك مي‌كند و امروزه اين روش ها و وسايل جزو ابزارهاي ضروري كار مديران بخش پژوهش تلقي مي‌شود.

Research is comprised of three elements including content, methodology, and research management. In spite of substantial improvements in the areas of content and methodology in recent years, research management has not been explored as extensively. Law enforcement intends to improve the police awareness and knowledge through allocating considerable resources and credits so as to achieve its organizational goals via research results. Research management is an essential element of removing obstacles in police knowledge. The present article touches on some aspects this issue. None of research elements are independent from one another and on the contrary, there are deep internal relationships among those elements. The organization should have a clear goal and ideology and maintain a cohesive relationship between the role of an individual and the group and create effectiveness among the staff and organization in an integrated manner. While the subject of the research enjoys a competitive nature, the managers should consider some issues in their approach as well such as earning money and consuming the resources according to the principles governing the world of business. In this regard regular self-assessment and continuous improvement of the organization is essential. In other words self-assessment demands having comprehensive information regarding the organization and comparing oneself with the rival organizations. Nowadays this necessity is recognized in the field of business and other similar activities -like health and to some extent training and instruction. Methods and means are available in this regard that can help the research managers to assess themselves. These methods are considered as integral tools for research managers.
