The Role of Decentralization and Delegation of Authority in the Structure of Education

هدف اساسي در اين مطالعه يافتن راهكارهاي عملي براي كاهش تمركز و افزايش تفويض اختيار به كليه سطوح در نظام آموزش و پرورش ايران است. با استفاده از روش پژوهش كيفي و انجام مصاحبه با 25 نفر از مديران و كارشناسان ارشد آموزش و پرورش كه در سياست گذاري ها و تصميم گيري هاي اين وزارتخانه مشاركت داشته اند. همچنين 20 نفر از صاحب نظران كه با روش نمونه گيري در دسترس انتخاب شده بودند، اطلاعات لازم جمع آوري شد. سپس از طريق آمار توصيفي و T استيودنت به تجزيه و تحليل اطلاعات پرداخته شد. نتايج تحليل هاي صورت گرفته مويد اين نكته است كه هر دو گروه مصاحبه شونده بر ضرورت انجام تمركز زدايي تاكيد داشته اند. اما اعتقاد مديران ارشد بر اين است كه چون آموزش و پرورش تابع نظام سياسي و حقوقي كشور است و قانون اساسي كشور نيز بر تمركز تاكيد داردT از اين رو تمركززدايي كاري بعيد و مشكل است، ولي انجام تفويض اختيار امكان پذير است. در صورتي كه صاحب نظران بر انجام سريع تمركززدايي در سطوح آموزش و پرورش تاكيد داشتند.

The purpose of the research was the study of pinpointing practical ways of decentralization and increasing the delegation of authority in all layers of education system in Iran, using the qualitative method of research and interviewing 25 managers and experts who were involved in policy and decision making in the Ministry of Education. The research subjects also involved 25 specialists who were chosen randomly. Then the data, were analyzed applying descriptive statistics and T-Student. The results of the study emphasizes that both groups of subjects were in favor of decentralization. However, the top managers believed that because of the reason that education system has to follow the political system and in turn political system is based on the country’s Basic Law which emphasizes on centralization, it is very difficult to decentralize the education system. Nonetheless, they believed that the delegation of authority is possible. In this regard, the emphasis of experts was on accelerating the decentralization in education system.
