ارزيابي آثار و پيامدهاي اجتماعي احداث بوستان باغچه‌بان در محله يوسف‌آباد تهران

Social impact assessment of Baghcheh-Baan Park construction in YousefAbad neighborhood in Tehran

مقاله حاضر به بررسي آثار و پيامدهاي اجتماعي احداث بوستان باغچه‌بان در محله يوسف‌آباد شهر تهران پرداخته است. اين مقاله با اتكا به مدل نظري كاركردگرايي وبا رويكرد تركيبي و استفاده از تلفيق روش‌هاي كمي و كيفي تدوين گرديده است. در پژوهش حاضر، در بخش كمّي پيمايشي با حجم نمونه 330 نفر در سطح محله يوسف‌آباد و با استفاده از ابزار پرسشنامه محقق‌ساخته، صورت گرفت. در بخش كيفي مصاحبه‌هايي با اعضاي شوراياري محله يوسف‌آباد و نيز دست‌اندركاران اجرايي طرح در منطقه 6 شهرداري تهران انجام شد. يافته‌هاي پژوهش نشان داد كه پروژه در مرحله بهره‌برداري داراي پيامدهاي مثبت و منفي مختلفي بر گروه‌هاي ذي‌نفع مختلف است. برخي از پيامدهاي مثبت احداث اين بوستان عبارتند از: ايجاد فضاي تفريحي مناسب جهت بهينه‌سازي اوقات فراغت شهروندان، احيا ‌و حفظ محيط زيست محله، بهبود چشم‌انداز محيطي محله، حفظ ميراث فرهنگي محله از طريق احيا آسياب قديمي محله در محل بوستان، تحقق توقع شهروندان در رابطه با برخورداري از فضاهاي تفريحي مناسب و .... . همچنين برخي از پيامدهاي منفي اين طرح نيز عبارتند از : افزايش تعارضات بين اوباش و ولگردان از يكسو و شهروندان از سوي ديگر، افزايش انحرافات از سوي گروه‌هاي كجرو نظير معتادين، زنان ويژه و... ، كاهش امنيت ساكنين محله (به دو دليل فوق)، افزايش تردد وسايل نقليه در خيابان‌هاي منتهي به بوستان و افزايش ترافيك در سطح محله، كمبود جاي پارك در اطراف مجموعه، تخريب محيط زيست و ايجاد آلودگي در اثر عدم رعايت بهداشت و ريختن زباله در سطح بوستان و افزايش قيمت مسكن در محل‌هاي اطراف بوستان.

The object of this research is to study the social impact assessment of Baghcheh-Baan Park construction in YousefAbad neighborhood in Tehran.This essay is based upon theoretical model of functionalism with a synthetic approach and applying a combination of qualitative and quantitative methods. In the quantitative part of this research, there is a survey with a sample volume of 330 persons in the YousefAbad neighborhood applying Questionnaire technique. In the qualitative part, there are interviews with councilmen of YousefAbad neighborhood and also executives of this project in the district 6 of Municipality of Tehran. The results of this research show that this project, in the exploitation phase,has several positive and negative consequences for different beneficiary groups. Some of the positive consequences of this construction are: establishing a suitable resort for optimization of citizens’ leisure times, revival and preservation of neighborhood environment, improvement of neighborhood landscape, preservation of neighborhood cultural heritage by revitalization of an old mill in the location of Park, fulfillment of citizens expectation about having suitable recreational places and…However, Some negative consequences of this project are: increase in conflicts between hooligans and villains and citizens, increase in depravities of perverse groups like addicts, streetwalker women and…, decrease in the security of neighborhood residents (because of two reasons mentioned above), condensed traffic of vehicles in the streets lead to the Park, lack of parking lot around the site, destruction of environment and pollution because of not abiding by the rules of hygiene and throwing litter in the Park and also an increase in house price in the neighborhood around the Park.
