بررسي و ارزيابي اصالت طرح هاي توسعه شهري در بافت هاي تاريخي (مطالعه موردي: طرح احياي ميدان امام علي(ع) اصفهان)

Examination and Evaluation of Authenticity of Urban Development Plans in Historic Textures (A case study: Imam Ali Square Revitalization Plan, Isfahan)

بيتوجهي به اصالت بافت تاريخي، صدمات جبرانناپذيري براي ثروتهاي ناملموس اجتماعات محلي در پي دارد. اگر چه مفهوم اصالت در متون شهرسازي دهههاي اخير، كاربرد بسياري پيدا كرده اما در عمل، معيارهاي شهرسازيِ با اصالت كمتر بررسي شدهاند. استخراج معيارهاي كاربردي اصالت كه سيوال اصلي پژوهش بر محور آن شكل گرفته، مطالعات جامع و بين رشتهاي را ميطلبد. در اين پژوهش كه با استفاده از روش قياسي- استقرايي و بر اساس مطالعات اسنادي و كتابخانهاي در حوزههاي مشترك شهرسازي و علوم اجتماعي انجام شده، سه معيار اصلي اصالت معرفي مي?شود كه عبارتند از: حفظ و تقويت حسِّ هويت و منحصربفردي مكان، عدم پيروي از رويكردهاي ضد اصالت و رعايت راهكارهاي شهرسازي با اصالت. هريك از اين معيارها داراي زير معيارهاي گوناگوني هستند. پاسخگويي به نيازها و سليقههاي جامعه و ارايه چارچوبها و دستورالعملهاي كلي دو زير معيار شهرسازي با اصالت هستند. پيروي شكل1 از خيال، پيروي شكل از ترس و پيروي شكل از امور مالي از معيارهاي ضد اصالت محسوب مي?شوند؛ پيروي شكل از خيال به تكرار عيني شكل?ها از مكانها و زمانهاي ديگر به زمان حاضر و پيروي شكل از ترس به تاثير طرح توسعه شهري بر جداييگزيني نژادي- قومي، درآمدي و سني اشاره دارد. براي حفظ اصالت مكان نيز لازم است سياستگذاريها و طرحهاي توسعه شهري، به صورت چارچوبها و دستورالعملهاي كلي ارايه شوند، چرا كه بر اساس اين چارچوبها و دستورالعملهاي كلي، امكان تغيير طرحها و سياستها در فرآيندي پويا و بيپايان براي پاسخگويي به نيازها و سليقههاي متنوع جامعه وجود دارد. در اين مطالعه پس از معرفي اين معيارها، اصالت مكان طرح احياي ميدان امام علي(ع) با استفاده از روش AHP مورد ارزيابي قرار گرفت. نتايج اين ارزيابي نشان داد كه اگرچه اين طرح از مجموع معيارها نمره قابل قبول كسب ميكند اما در معيار عدم پيروي از رويكردهاي ضد اصالت، وضعيت مناسبي ندارد.

Paying less attention to the authenticity of historic textures causes a serious damage to local community heritages. Although the concept of authenticity has been used in the urban planning literature in recent decades, but very few studies have examined and assessed the criteria of authentic urban planning. The main objective of this article is to extract functional criteria for depicting the authenticity from comprehensive and interdisciplinary studies. This research, using an inductive-dituctive research method in urban planning and social sciences fields of study, introduces three criteria: preserving and enhancing place identity, non-attendance to anti-authenticity approaches and paying attention to authentic urban planning strategies. Each of these criterion are devided into some sub-criteria. Responding to community needs and presenting frameworks and holistic functions are the two criteria of authentic urban planning. ‘Form follows fiction’, ‘fear’ and ‘finance’ are the anti-authenticity criteria; form follows fiction means that copying form from other places and from oter times to present, and form follows fear refers to racial and financial desegregations as effects of urban development plans. Also presenting holistic frameworks and action plans are necessary for preserving the authenticity of urabn development plans. Because of these holistic plans, there is possibility for adopting plans and policies in the endless process of responding to the variable needs. In this study, after introducing those criteria, the authenticity of Imam Ali Square revililazation plan is assessed using an AHP method. The result of this assessment indicates that although this plan is reasonable to be authentic but it isn’t desirable enough for abstaining from anti-authenticity approaches.
