Comparative study of countries cyber defense structure

امروزه توجه به مخاطرات امنيتي فضاي سايبر، يعني واقع شدن در وضعيتي كه بتوان از حساسيت و آسيب‌پذيري اركان نظام در مواجهه با تهديدات داخلي و خارجي حوزه سايبر فروكاست، از عنايت ويژه‌اي برخودار است. دليل اين توجه از يك سو متاثر از رشد روز افزون وابستگي جوامع به فضاي سايبر به عنوان بستر اصلي اطلاعات و از سوي ديگر گوناگوني تهديدات در حوزه مذكور است. يكي از مهم ترين مسايلي كه به دنبال پيشرفت روز افزون فناوري دستخوش تغييرات شگرفي در سازمان‌ها گرديده است ساختار سازمان مي‌باشد. لذا با توجه به تهديدات حوزه سايبر، كشورها سازمان دفاعي خود را خاص اين حوزه، جهت مقابله با تهديدات مذكور ايجاد نموده، در حال بهينه كردن آن مي‌باشند. تحقيق مذكور ضمن برشماري ويژگي‌هاي فضاي سايبر و تبيين مفهوم دفاع و حمله در حوزه سايبر، ساختار دفاع سايبري برخي از كشورها را مورد مطالعه قرار داده، با جمع‌آوري اطلاعات به روش كتابخانه‌اي و ميداني و مصاحبه با خبرگان، با رويكرد كاربردي، داده‌ها را با اتكا بر موضوعات نظري و مطالعات تطبيقي، تحليل نموده، با تبيين ساختار دفاع سايبري ج.ا.ا، و براساس اطلاعات به دست آمده، ايجاد سازمان دفاع سايبري جمهوري اسلامي ايران، ذيل شوراي عالي فضاي مجازي را امري ضروري و لازم مي‌داند.

Today, giving attention to security dangers of cyber space which means to get into a condition that decreases the sensitivity and vulnerability of country’s structures in facing with internal and externalthreats of cy-ber domainisvery important.The reason of this attention from one side is affected by increasing dependence of societies on cyber space as the main source of information and from other side is affected by thedi-versethreats of aforesaid domain.Structure of the organization is one of the important issues that along with the increasing development of technologyhas changed dramati-cally in the organizations. So, countries with considering cyber domain’s threats have created their own defensive organizations especially for this domain and are optimizing it toconfront aforesaid threats. This study enumerates features of cyber space, explains the concept of defense and attack in cyber space, studies the cyber defense structure of some countries and by collecting the information with library and ?eld method and also interviewing with elites, analyses the data with practical approach, depending on theoretical subjects and Comparative studies. Then it explains the cyber defense structure of Iran and on the basis of resultantinformationconcludes that creationof cyber defense organiza-tion of Iran under supreme council of cyber spaceis very important.
