The Management and Direction of Industrial Research in Iran: A Critical Assessment of the Existing Programs

گرچه ده‌ها هزار دانشجو به امر تحقيق مشغول‌اند و هزاران ميليارد ريال براي اجراي پروژه‌هاي تحقيقاتي هزينه مي‌شود، ولي باز هم به وارد كردن فناوري و خريد دانش فني در زمينه‌هاي عادي و ساده اقدام مي‌شود و تحقيق كه زير بناي اصلي توسعه و پيشرفت است، جايگاه واقعي خود را در جامعه به دست نياورده است. در اغلب كشورها سياستمداران از تحقيقات به منظور دستيابي به مقاصد سياسي استفاده مي كنند. تحقيقات در كشورهاي در حال توسعه مشكلات مخصوص به خود را دارد. در اين مقاله در باره ضعف‌هاي مديريت تحقيق و اتلاف بودجه‌هاي تحقيقاتي در كشورهاي در حال توسعه در تقليد از پروژه‌هاي تحقيقاتي دنياي صنعتي و تكرار كارهاي آنها با هدف‌هاي نمايشي و تبليغاتي و ناديده گرفتن نيازهاي واقعي ملي بحث شده است. تحقيقات بنيادي و صنعتي از يكديگر تفكيك شده‌اند. همچنين، نقش تحقيقات صنعتي در پيشرفت ملي بيان شده و اهميت "‌ سهم كشور در توليد فناوري جهاني" مورد توجه قرار گرفته است. اهميت ايجاد تعادل بين تحقيقات بنيادي و عملي بررسي و پيشنهاد شده است كه نيازهاي كشور به دانش فني از طريق تحقيقات مرتفع شود و تحقيقات عملي و صنعتي در چهارچوب قراردادهاي قانوني اجرا شوند.

Although tens of thousands of students are engaged in research activities and billions of Rials are spent on research projects, the country still imports basic technology and pays for ordinary technical know-how and research, which is the basic requirement for modernization, has not gained its rightful position. In most countries, politicians, for their political ends, have often manipulated research activities. Third world countries have their own problems. In this paper the shortcomings of research management and the waste of research money in developing countries, in mimicking the industrial world and duplicating their research work for propaganda purposes at the expense of ignoring the domestic needs are discussed. A line is drawn between pure and industrial research. Attention is drawn to the importance of the industrial research in national welfare. The significance of the “national share of technical innovations in global production of technology” is highlighted. The importance of setting a balance between pure and applied research is discussed. It is suggested that the country’s needs for technical know-how to be obtained through domestic research. Applied research projects should be conducted through legal research contracts.
