حكومت سربداران با ساختار دوگانه سياسي و مذهبي برآمده از اهل فتوت شيعي، توانست با جذب لايه هاي متفاوت جامعه، خاصه تهي دستان شهري، پيشه وران، و حتي خرده مالكان، حكومتي هرچند كم دوام اما الهام بخش را ايجاد كند. سربداران همچون ديگر حكومت ها تلاش داشتند با سامان دهي يك سازمان اداري، حكومت خود را استمرار بخشند؛ ولي كوتاهي عمر اين حكومت، رويارويي مداوم با دشمنان و، مهم تر از آن، اختلاف هاي دروني امكان ايجاد تشكيلات اداري توانمند و با ثبات را از سربداران سلب نمود.اين امر موجب شده كه ما اطلاعات مناسبي از تشكيلات اداري اين حكومت در اختيار نداشته باشيم. مضاف آنكه منابع تاريخي، به همان دلايل فوق، كمتر به موضوع تشكيلات اداري اين حكومت پرداخته اند. اين مقاله بر آن است تا تشكيلات اداري اين حكومت را شناسايي و نقش هر يك از بخش هاي اداري را در حوزه هاي دربار، ديوان، سپاه و نظام ايالات، مورد بررسي و ارزيابي قرار دهد؛ و عوامل عدم شكل گيري گسترده اين تشكيلات را تبيين كند.

Sarbedaran withadual political and religious structureemergedfromShiite chivalry, was able toattractdifferentlayersof society,especially theurbanpoor, artisans, andsmalllandowners could establish astate that lasted for a short time but it was inspiring. Sarbedaranlike othergovernmentswere tryingtoorganizeanadministrative, to continue their government. But theshortlife of thisadministration, ongoingconfrontationwith enemies,andmost importantly,the internal conflicts relinquishedSarbedaranofstrongand stable administration. Because of this fact wedo not have adecent knowledgeof theadministrationoftheirgovernment. Furthermore, because of theabove mentioned reasons the historical referenceshavelessto do with administrationin thisgovernment. Thisarticleis going to recognize theadministration of this government alsotherole ofeach sectorin theareas ofadministrativecourts, the Court, the army andthe system ofprovinces, and the reasons why this system had never formed willbereviewed and evaluated.
