Crime Prevention and Basijʹʹs Function In Assuring Social Security

بسيج نهادي كارامد با كار ويژه‌هاي بنيادين در گستره ماندگاري نظم و پايداري امنيت در نظام جمهوري اسلامي به شمار مي‌آيد كه در عرصه عدالت كيفري و امنيت اجتماعي نيز مي‌تواند به عنوان سازوكاري موثر و بازدارنده، نقشي اثر گذار و قابل توجه ايفا كند. پيشگيري از جرم يكي از مقوله‌هايي است كه نهاد بسيج با بهره‌گيري از نخستين كار ويژه خود يعني فعاليتهاي فرهنگي و اجتماعي در جهت ايجاد امنيت اجتماعي، نقش مضاعفي را ايفا مي‌نمايد. در اين نوشتار، ضمن نگاهي اجمالي به ادبيات پيشگيري از جرم در عالم علوم جنايي كه اشراف بر آن براي نهاد بسيج با عملكردهاي فرهنگي و اجتماعي آن ضرورتي گريز ناپذير مي‌نمايد، به وجاهت پيشگيري از بزهكاري در گستره كاربست‌هاي بسيج در آيينه قوانين و مقررات پرداخته مي‌شود.

Basij represents an effective institution, with fundamental functions in the Islamic Republic system of Iran, which can serve a considerably effective role as a deterring and effective mechanism in the field of delinquency and criminal justice. Prevention of crime, in general sense, involves a range of measures, the ultimate of which is to ensure that delinquency fails to occur. As such, in turn, each of the entire governmental and nongovernmental institutions, takes over part of this process, and in a macro perspective, serves to preserve and upgrade the internal security. Baseej too is no exception from this rule, that is, it plays a double role in preventing delinquency and developing social security, through cultural and social activities as itʹs primary function. This article addresses the reasonable acceptability of crime prevention among the varied range of Basijʹs functions, notably the extent to which the legislator pays attention to Baseej through delinquency prevention provisions as well as having a glance at the literature of crime prevention in criminal sciences, where it appears to be an inescapable necessity for Basij with itʹs social and cultural functions as itʹs primary functions.
