چارچوبي براي همراستايي آينده نگاري انطباقي با سياست گذاري مبتني بر شواهد علم، فناوري و نوآوري

Developing a Framework for Aligning Adaptive Foresight with Science, Technology and Innovation Evidence-Based Policy Making

زماني مي توان يك فعاليت آينده نگاري را موثر تلقي نمود كه بتوان آثار و نتايج آن را به گونه اي مناسب در سياست گذاري ملاحظه كرد. اين موضوع به مفهوم آينده نگاري به عنوان ابزار هوشمندي سياستي اشاره دارد. تا كنون چارچوبي براي نشان دادن نحوه اثرگذاري آينده نگاري بر فرآيند سياست گذاري، ارايه نشده است، لذا پژوهش حاضر با هدف ارايه چارچوبي براي همراستايي آينده نگاري با سياست گذاري، انجام شد. براي اين منظور، روش شناسي تركيبي با رويكرد طراحي اكتشافي ترتيبي مورد استفاده قرار گرفت. براي نشان دادن اينكه هر گام آينده نگاري، يك كاركرد براي هر گام سياست گذاري دارد، ابتدا با استفاده از روش فراتركيب، چارچوبهاي جامعي براي آينده نگاري و سياست گذاري استخراج گرديد. سپس با روش تحليل تطبيقي پايدار، ميان گام هاي استخراج شده براي آينده نگاري و سياست گذاري و نيز كاركردهاي سياستي آينده نگاري همراستايي برقرار شد. در ادامه براي اعتبارسنجي چارچوب مفهومي پژوهش، آزمون دوجمله اي مورد استفاده قرار گرفت. براي گردآوري داده هاي كمي، پرسش‌نامه اي طراحي و توسط 15 نفر از خبرگان حوزه آينده نگاري و سياست گذاري علم، فناوري و نوآوري كشور تكميل گرديد. كليه فرضيه هاي پژوهش تاييد شد و نتايج نشان دهنده اعتبار چارچوب پيشنهادي بود.

If foresight activity assumes to be an effective activity, so its consequences should have reflected in the policy-making process. This notion emphasizes the concept of foresight as a policy intelligence tool. So far, no framework has been presented to show that foresight influences on policy making process. Therefore, current research tries to provide a framework for aligning technology foresight with policy-making. This research mainly develops the proposed framework by integrating the concepts of evidence-based policy-making and adaptive foresight with the help of a mixed method. The “mixed method” approach used in this study is the sequential exploratory design characterized by collection and analysis of qualitative data followed by collection and analysis of the quantitative data. First, the conceptual framework developed through the qualitative section by meta-synthesis and constant comparative method of analysis (CCM); second, in quantitative section, the quantitative tests used to evaluate the factors, dimensions, and components of developed theoretical framework. To test the proposed model, questionnaires as the data collection tool distributed to a sample of fifteen experts active in the field of foresight and policy-making. The results show that the hypotheses of the study confirmed, and the outcomes revealed that the proposed framework of the study is valid.
