An Investigation into Structural Elements of the Model of Tehran Urban Management in the Urban Hexapartite Domains

هدف از وجود سيستم مديريت شهري، تامين و ايجاد زمينه و محيط مناسب براي زندگي راحت، امن و كارآمد شهروندان به تناسب ويژگي‌هاي اجتماعي و اقتصادي است كه اين امر نيازمند وجود مديريتي يكپارچه مي‌باشد. از اين‌رو تحقيق حاضر بر آن است تا عناصر ساختاري الگوي مديريت شهري تهران را مورد بررسي قرار داده و نوع وابستگي ميان آنها را مشخص كند. در اين پژوهش، از روش قياسي- استقرايي استفاده گرديده و مدل پيشنهادي تحليل‌هاي كمّي براي آزمون به كار گرفته شد. جامعه آماري اين تحقيق را تمامي مديران سطوح عالي شهرداري تهران كه در حوزه‌هاي مختلف شهرداري داراي سابقه فعاليت مرتبط بوده و خبره آن حوزه مي‌باشند تشكيل مي‌دهد. نتايج تحليل نشان داد نظام مديريت شهري مانند يك سيستم باز با ساير نهادها داراي رابطه خطي- عمودي بوده ولي از لحاظ برنامه‌ريزي و سازماندهي با مشكل مواجه است. همچنين نوع رابطه و مكانيزم مناسب هماهنگي ميان شهرداري با سازمان‌هاي مرتبط، به‌تفكيك اهداف مختلف، تعيين گرديد. در نهايت پيشنهادهايي جهت بهبود نظام مديريت شهري بيان گرديد.

The purpose of an urban management system is to provide and establish an appropriate atmosphere for a convenient, secure, and efficient life for the citizens in accordance with social and economic features and such an issue necessitates a unified management system. Thus, the current research aims at investigating the structural elements of Tehran urban management model and determining the type of correlations between them. The current research utilized a deductive-inductive method and for the statistical tests, quantitative analyses model was suggested. The population included all high-ranking managers of Tehran municipality who enjoyed related experience in different municipal domains and were counted expert. The results indicated that while urban management system enjoyed linear-vertical relation with other sectors like an open system, it faced some problems in terms of planning and organizing. Moreover, the type of relation and the proper coordination mechanism between municipality and the related sectors were determined upon specific objectives. Finally, suggestions were put forth for improving urban management system.
