The Role of Culture and Identity in Unity Formation of the U.S.A and Israel and its Impact upon the Islamic World

در يك اصل كلي مبتني بر خودياري، دولت ها در تلاش‌اند تا با افزايش قدرت و بهينه سازي آن، اهداف و منافع خود را محقق سازند و اگر چنانچه چنين امكاني از سوي يك دولت به تنهايي امكان‌پذير نباشد، دولت ها تلاش خواهند كرد تا از طريق اتحاد با ساير بازيگراني كه داراي منافع مشتركي نيز هستند، قدرت خود را مضاعف كرده، به منافعشان برسند؛ بنابراين، اتحادها به عنوان يكي از منابع شكل دهنده قدرت در سياست خارجي كشورها همواره حايز اهميت بوده و هست. منافع هم‌سو و تهديدات مشترك از جمله مهم ترين مولفه‌هاي شكل دهنده به اتحادها محسوب مي‌شوند. اينكه اين منافعِ هم‌سو يا تهديدات مشترك چگونه درك مي شوند، تا حدود زيادي متاثر از برداشت و فهم دولت‌هاست و اين برداشت نيز خود متاثر از هويت و فرهنگ كشورهاست؛ بنابراين، از اين منظر هويت و فرهنگ هر دولتي ممكن است به عنوان يكي از مهم-ترين عوامل چرايي شكل گيري يك اتحاد باشد. اين موضوع در منطقه خاورميانه به دليل ويژگي هاي متمايز از اهميتي دو چندان برخوردار است. يكي از مهم ترين اتحادهايي كه برجستگي فراواني دارد، اتحاد امريكا و اسراييل است و به عنوان يكي از مهم ترين اتحادهايي است كه منطقه و تحولات آن را متاثر از خود ساخته است. در كنار تحليل هايي كه تلاش دارند اين اتحاد را صرفاً ناشي از نفوذ صهيونيزم در ايالات متحده امريكا و نقش لابي آيپك و ضرورت هاي ساختاري بررسي كنند، ما در اين مقاله تلاش مي‌كنيم در چهارچوب نظريه سازه‌انگاري اين اتحاد را در راستاي منافع استراتژيكي كه خود منبعث از هويت و فرهنگ مشترك هستند تبيين كنيم و درنهايت به طور مختصر و موجز تاثير اين اتحاد را بر جهان اسلام نشان دهيم.

Based on general principle of self-helping in the international system, states try to augment their power and optimize it in order to materialize their interests and objectives and if such a phenomenon wonʹt be reachable or attainable by a sole government, states would try to maximize the power mechanism through the means of unification with other players that have common interests as well and in this process their interests would be admittedly obtained. Therefore, alliances are considered quite important since they are one of the sources of power formation in the foreign policies of states. Common threats and interests are known to be the most important parameters forming the alliances. The common interests and threats generally are understood through the conception of the governments and this understanding itself emanates from culture and identity of states. This subject is considered to be especially important in the Middle East region due to its distinguished characters. One of the most important alliances in this respect is the unity between the U.S and Israel, which is considered to be very momentous since it has considerable effects on the region and the developments that are caused as a result of such an alliance between the said states. In this article we attempt to underline and analyze the importance of common culture and identity in the formation of strategic interests of the mentioned states in the frame work of constructivism theory.
