سياستگذاري موسيقي در جمهـوري اسلامي ‌ايـران

Music Policymaking in Islamic Republic of Iran

موسيقي را به‌عنوان يك پديده اجتماعي، مي‌توان با رويكردهاي مختلف مورد تحليل و بررسي قرار داد و اين مقاله در پي آن است كه با رويكردي نهادي و سازماني، موضوع موسيقي و سياستگذاري آن در جمهوري اسلامي ‌ايران را پيگيري كند. موضوعي كه با توجه به جايگاه والا و سابقه طولاني موسيقي ايراني و وجود مباحث ديني و فقهي درباره آن بسيار حساس و با اهميت است. در سال‌هاي اخير وضعيت موسيقي در كشور به شكلي پيش‌رفته كه مجموعه‌اي از مشكلات و چالش‌ها را با خود به همراه دارد. سياستگذاران اين حوزه از يكسو با انتقادات اهالي هنر و موسيقي درباره سردرگمي ‌ناشي از ابهام در مباني فقهي موسيقي، ملاك‌هاي مجوزدهي و بي‌اعتنايي به موسيقي اصيل و سنّتي مواجه‌اند و از سوي ديگر نتوانسته‌اند انتظارات جامعه ديني كشور را برآورده سازند. اين مقاله تلاش دارد با شناخت نهادهاي سياستگذار در حوزه موسيقي در جمهوري اسلامي ‌ايران، چالش‌هاي اساسي و مهم مربوط به سياستگذاري در اين حوزه را مشخص كرده و با بهره‌گيري مدل فرايندي سياستگذاري، به ارايه راهكارهايي براي حل مشكلات موسيقي كشور بپردازد.

Music, as a social phenomenon, can be examined and analyzed with different approaches. This paper intends to review music and its policymaking in the Islamic Republic of Iran with an institutional and organizational approach; a subject that is very sensitive and important with respect to the exalted and long record of Iranian music and existence of religious and jurisprudence debates. The status of music has undergone changes in a progressive form during the recent years and it has brought about a series of problems and challenges with itself. On the one hand, policy makers in this field are faced with criticism of musicians and artists concerning the confusion caused by ambiguity in the religious principles of music, the criteria for granting permission and nonchalance shown towards classical and traditional music. On the other, they have failed to meet the expectations of the religious community in the country. By recognizing the policymaking institutions in the field of music in the Islamic Republic of Iran, this paper intends to identify the main and important challenges of policymaking in this field and by using policy process model, suggest mechanisms to resolve the problems of the country’s music.
