بررسي ساختار و اجزاي دفتر توجيهات در عصر صفوي

Studying the Structure and Components of Daftar-e Tawjīhāt (the Register for Expenditures) in Safavid Era

يكي از ابزارهاي ديوان استيفا براي ثبت و ضبط دخل‌وخرج كشور دفاتر مالي بوده كه براي تدوين آن‌ها از شيوه خاصي پيروي شده‌ است. از جمله اين دفترها دفتر توجيهات بوده كه به ثبت هزينه-هاي جاري مملكت اختصاص داشته‌ است. هدف اين مقاله واكاوي ساختار و اجزاي دفاتر توجيهات، چگونگي ثبت و ضبط آن و قوانين حاكم بر آن در عصر صفوي است. در اين دفاتر، اطلاعات مربوط به هزينه ها به‌صورت مجزا در دو بخش «توجيهات» و «مقررات» نوشته شده‌ است. سپس حواله ها، بروات و فرامين مالي در ذيل هر بخش به‌طور جداگانه ثبت و ضبط و محل پرداخت مشخص مي-گرديده‌ است. تمامي امور فوق را مستوفي كل بررسي و تصحيح مي‌كرده تا هيچ‌گونه خطايي در ثبت اطلاعات رخ ندهد. جامعه آماري ما، علاوه بر نسخ خطي و اسناد آرشيوي مربوط به علم استيفا، اسناد تشكيلات اداري آستان قدس رضوي بوده است.

One of the instruments of d?w?n al-est?f?ʹ (the department in charge of fiscal administration) for accounting and registration of expenses and revenues of the state was fiscal registers. A subtype of this was daftar-e tawj?h?t, in which the current expenditures of the state were accounted for. This article aims to analyze the structure and components of daftar-e tawj?h?t, as well as methods and rules of registration in it in Safavid era. In this register the expenditure data was recorded in two separate parts of tawj?h?t (current expenses) and moqarrar?t (salaries and wages). Drafts and fiscal commands were registered in each part separately, as well as the place of payment. The whole data was checked and corrected by the head of the fiscal system to avoid probable errors. Our statistical population was the manuscripts and archives related to est?fa, as well as documents of administrative organization of Astan Quds Razavi.
