بررسي نقش حفاظت فنّاوري اطلاعات و ارتباطات در جنگ‌‌هاي رايانه‌‌اي عليه ناجا با رويكرد پدافند غيرعامل

Evaluating the Role of IT and Telecommunication Protection on Cyber Wars in NAJA Regarding Passive Defense

زمينه و هدف: گستردگي ماموريت‌‌هاي سازمان نيروي انتظامي جمهوري اسلامي ايران، لزوم بهره‌‌گيري از سامانه‌‌ها و فنّاوري‌‌هاي نوين را همچون فنّاوري اطلاعات و ارتباطات، بسيار پررنگ كرده و خوشبختانه امروزه جايگاه اين فنّاوري در تحقق ماموريت‌‌هاي ناجا بسيار مهم و اثرگذار است؛ از اين‌‌رو، بايد با پايش هميشگي وضعيت امنيتي و فني فنّاوري اطلاعات سازمان، تهديدها و آسيب‌‌ها را شناسايي و براي پايداري سامانه‌‌ها، آنها را رفع كرد؛ بنابراين در اين تحقيق، وضعيت حفاظت فنّاوري اطلاعات و ارتباطات ناجا و سنجش آمادگي آن با رويكرد پدافند غيرعامل در مقابله با جنگ‌‌هاي رايانه‌‌اي عليه ناجا بررسي شده است. هدف اصلي تحقيق بررسي «نقش حفاظت فنّاوري اطلاعات و ارتباطات در جنگ رايانه‌‌اي عليه ناجا با رويكرد پدافند غيرعامل است». روش‌‌شناسي: اين تحقيق از نظر هدف و ماهيت كاربردي و از حيث روش جمع‌‌آوري پيمايشي است، حجم نمونه و آماري يكسان و از نوع «تمام‌‌شمار» است، جامعه آماري شامل 35 نفر از خبرگان اين موضوع در فاوا ناجا و ساحفاناجا مي‌‌باشد و نمونه به تعداد 35 نفر شامل دامنه افسران جز و افسران ارشد و بالاتر است. در اين پژوهش، پرسشنامه محقق‌‌ساخته با 50 پرسش بسته و طيف ليكرت تهيه شد و پس از توزيع بين دوازده خبره، پايايي و روايي آن با محاسبه آلفاي كرونباخ صورت گرفت. پس از آن، پرسشنامه به‌‌صورت تمام‌‌شمار هدفمند ميان همه افراد جامعه نمونه توزيع و پس از گردآوري و تحليل با نرم‌‌افزار spss مورد تحليل قرار گرفته است. يافته‌‌ها و نتيجه‌‌گيري: نتايج تحقيق نشان مي‌‌دهد «وضعيت حفاظت فنّاوري اطلاعات در جنگ‌‌هاي رايانه‌‌اي عليه ناجا با رويكرد پدافند غير عامل» با امتياز 52/16 در حد خيلي خوب است و به الزام‌‌هاي پدافند غيرعامل فاوا در سطح ناجا، با وجود كمبودهايي، توجه شده است. كليد‌‌واژه‌‌ها: امكان‌‌سنجي، ساختار سازماني، فرهنگ سازماني، فنّاوري اطلاعات، مديريت دانش.

Background and purpose: Diversified missions of Islamic republic of Iran police forces enhances the necessity of applying of new systems and technologies like IT and fortunately, today the role of such technology in developing NAJA is very effective as well as important. Therefore with frequent monitoring of security and organization’s status we should identify the threats and damages, remove them in order to stable the systems. Thus in this research the status of NAJA’s IT and telecommunication protection and testing its readiness regarding passive defense for fighting cyber wars against NAJA is evaluated. The research main question is posed in this way: “what is the role of IT and telecommunication protection on cyber wars in NAJA regarding passive defense. The census and sample volume in this research is the same and census type. The population consists of 35 expert of this issue in FAVA NAJA (information and communication technology of police) and SAHEFA NAJA (The organization of police intelligence service) and includes both superior as well as inferior officers. In this study, after evaluating the IT security factors, FAVA passive defense and cyber wars a researcher questionnaire is made by 50 questions according to Lickert then distributed among 12 experts its stability and fluency was determined based Cronbach alpha. Next, the questionnaire distributed among all population sample thereafter the data was analyzed by SPSS software. The results showed that: “the situation of IT protection on cyber wars against NAJA regarding passive defense has achieved the score 16.52 which is very good and despite existed shortcomings the passive defense necessities over NAJA is regarded. Finally the researcher, based on research findings has offered his implementations, study and research proposals to high ranking managers and researchers of organization.
