The Organizations’ Protective Role in Monitoring the Economic Processes of Armed Forces

زمينه و هدف: امنيت اقتصادي يكي از نگراني‌‌هاي مهم سازمان‌‌هاي حفاظتي در نيروهاي مسلح است كه نيازمند ويژگي‌‌هايي مانند: اعتماد و مشاركت اجتماعي است كه در اين ميان مهم‌‌ترين مسيله، ايجاد فضاي مناسب براي گفت و شنود، نهادينه ‌‌كردن آن، توجه به جريان سرمايه، رصد اطلاعات رقابتي و واپايش اطلاعات راهبردي در برنامه‌‌ريزي‌‌هاي توسعه نيروهاي مسلح است. تا زماني كه چنين فضايي براي واپايش فرايندهاي اقتصادي توسط سازمان‌‌هاي حفاظتي براي ايفاي نقش شناختي و نظارتي آن فراهم نشود نمي‌‌توان انتظار موفقيت‌‌ در واپايش فرايندهاي اقتصادي را داشت. هدف: هدف اصلي اين مقاله، بررسي نقش سازمان‌‌هاي حفاظتي در رصد و واپايش فرايندهاي اقتصادي نيروهاي مسلح و كمك به توسعه پايدار كشور است. چارچوب نظري و مدل تحليلي با استفاده از نظريه نظريه‌‌پردازان عرصه امنيت و توسعه اقتصادي نگاشته شده است كه در آن به شناسايي گستره مفهومي توسعه در ابعاد مختلف سازمان اطلاعاتي، رابطه امنيت با توسعه و شناخت نقش سازمان‌‌هاي حفاظتي در واپايش فرايندهاي اقتصادي پرداخته شده است. روش‌‌شناسي: روش اين پژوهش «اسنادي» در حوزه روش‌‌شناسي «فراتحليلي» است. يافته‌‌ها و نتيجه‌‌گيري: به نظر مي‌‌رسد كه سازمان‌‌هاي حفاظتي مي‌‌توانند با استفاده از نقش‌‌هاي شناختي و نظارتي در واپايش فرايندهاي اقتصادي، سياستگذاري‌‌هاي توسعه، به رشد و توسعه نيروهاي مسلح كمك نمايند؛ زيرا آنچه در انقلاب اسلامي مقبوليت و مشروعيت را توسط سازمان‌‌هاي حفاظتي تسهيل مي‌‌كنند، عبارتند از: توسعه و گسترش مشاركت واقعي مردم(كاركنان) در فرايندهاي اقتصادي، توانايي‌‌هاي سازمان‌‌هاي حفاظتي در ارتباط دادن ارزش‌‌ها به عملكردهاي اقتصادي، اداري و... . كليد واژه‌‌ها: امنيت، توسعه پايدار، سازمان‌‌هاي حفاظتي، فرايندهاي اقتصادي، واپايش.

Background and purpose: Economic safeguard is one of the main concerns in armed forces which demands features like: reliability and social participation. In this regard, the main issue is creating an appropriate situations for negotiations, underpinning, considering the invest stream, assessing the competitive information and monitoring the leading information in planning the armed forces development. As long as such conditions for assessing the economic processes are not supplied, we cannot expect a successful monitoring in economic activities. The main aim of present essay is to evaluate the role of protective organizations in monitoring the armed forces ‘economic processes and helping the country stable development. Hypothesis and analysis model is written through applying the economic development and security experts’ opinions that recognizing the conceptual scope of development in different dimensions of information organization, security relation with development and identifying the role of information organizations for monitoring the economic processes. The research method is documentary in the scope of over analyzing methodology. Author believes that protective organizations can help the growth as well as development of armed forces through identifying and observational roles in monitoring the economic processes and development policies. This is because what simplifies the acceptability and regularity by protective organizations are: development and real participating people (personnel) in economic processes, ability of protective organizations for connecting the values to economic functions, etc. Keywords: Security, stable development, protective organizations, economic processes, monitoring.
