سنجش ميزان رضايتمندي شهروندان از عملكرد شهرداري و ارزيابي عوامل فردي، اجتماعي مؤثر بر آن (مطالعه موردي: شهر دهدشت)

Measuring the level of citizens 'satisfaction of municipality performance and evaluation of individual, social factors influenced on it (case study of Dehdasht city)

رشد سريع شهرنشيني در ايران سبب گرديده كه شهرهاي امروزي با مسائل زيادي روبه‌رو باشند، بدين منظور بايستي تشكيلاتي به‌صورت سازمان‌يافته، اصولي و منظم به اداره­ ي امور شهر بپردازد. نهاد شهرداري در اغلب كشورهاي جهان ازجمله ايران اداره امور شهر را بر عهده دارد و بررسي عملكرد آن همواره مورد بحث و بررسي محققان بوده است. هدف اين پژوهش بررسي عملكرد شهرداري شهر دهدشت در ابعاد مختلف و ارزيابي عوامل فردي و اجتماعي مؤثر بر آن از نگاه شهروندان مي‌باشد. روش تحقيق توصيفي- تحليلي و پيمايشي است. جامعه آماري پژوهش را كليه سرپرستان خانوار شهر دهدشت (153695) و حجم نمونه موردبررسي با استفاده از فرمول كوكران 384 نفر از بين آن‌ها به روش تصادفي ساده انتخاب‌شده و با ابزار پرسشنامه موردبررسي قرارگرفته‌اند. از روش‌هاي تحليل عاملي و آلفاي كرونباخ به‌منظور سنجش روايي و پايايي ابزار پژوهش استفاده گرديده است كه حاكي از مناسب بودن ابزار پژوهش بوده است. نتايج يافته ­ها نشان مي‌دهد كه شهروندان از عملكرد شهرداري در بعد وظايف فني- عمراني "تا حدي راضي"، در بعد وظايف خدماتي "راضي" و در بعد وظايف اجتماعي فرهنگي "ناراضي" هستند. همچنين در نتايج حاصل از رگرسيون چندگانه به روش گام‌به‌گام مشخص گرديد كه مشاركت اجتماعي، آگاهي اجتماعي، اعتماد اجتماعي و سن حدود 26 درصد از تغييرات متغير وابسته (رضايت از عملكرد شهرداري) را تبيين كنند.

The rapid growth of urbanism in Iran has resulted in that the cities today is faced many problems, for this purpose an organization must be organized, systematic and regular to do administrate of city. In most countries of the world including Iran the municipality is responsible for administration of the city, and study of its operation has been discussed between researchers constantly. The aim of this paper is study of municipality performance of Dehdasht city in different dimensions and evaluation of individual, social factors influenced on it from the view of citizens. The method of this research is descriptive-analytical and survey. The statistical sample consisting of the heads of households in Dehdasht city, randomly selected and through the use of Cochran’s formula amounting 384 cases and by questionnaire has been studied. The methods of factorial model and the Cronbach alpha coefficient have been used to determine the validity and reliability of the questionnaires. The results indicate that citizens are in dimension of technical-development "somewhat satisfied”, in dimension of services "Satisfied" and in dimension of social-cultural "Dissatisfied". Results of multiple regressions based on stepwise method also show that social participation, social knowledge, social confidence and age have 26% changes in dependent variable (satisfaction of municipality performance).
