تحول مفهوم قدرت از سخت به نرم و كاربرد آن از سوي آمريكا در مورد ايران

The changes in power concept; the Hard to the Soft Power and the Usage of Soft power by United States o America on Iran

انقلاب اسلامي ايران در اولين اعلان موجوديت خود در تضادي آشكار با دايره تقسيم‌شده قدرت در زمان خود قرار گرفت. جوزف ناي قدرت را داراي دو لايه سخت و نرم مي­داند (سليماني­پورلك، 1389: 24). قدرت نظامي و اقتصادي به مثابه قدرت سخت و نيمه سخت مي­توانند ديگران را به تغيير مواضع خود سوق دهند. قدرت نرم عبارت است از «توانايي كسب آنچه مي­خواهيد، از طريق جذب كردن نه از طريق اجبار و يا پاداش.» در دورة پس از انقلاب، اقدامات آمريكا به دفعات امنيت ملي ايران را به خطر انداخته است. در طول حدود هفت دهة گذشته ايران و آمريكا در مناسبات دو جانبة خود با فراز و فرودهايي بسياري روبه‌رو شده­اند. از اتحاد استراتژيك تا قطع روابط و درگيري نظامي را مي­توان در پرونده مناسبات اين دو كشور مشاهده كرد. بررسي مناسبات آمريكا با جمهوري اسلامي ايران نشان‌دهندة اين واقعيت است كه در دهة اول پيروزي انقلاب، آمريكا بيشتر از قدرت سخت عليه ايران استفاده كرده است كه نمونه بارز آن، تحريم‌هاي اقتصادي، حمله نظامي به طبس، همكاري آمريكا با عراق در طول جنگ تحميلي و وقوع درگيري‌هاي مستقيم و غير مستقيم نظامي اين كشور با ايران است. با شكست آمريكا در كاربرد قدرت سخت عليه ايران، اين كشور از قدرت نرم عليه ايران استفاده بيشتري كرده است. بر همين اساس سياست آمريكا در برابر ايران به ويژه پس از 11 سپتامبر آميزه­اي از شاخص‌هاي نرم و سخت است كه اولي در مقام بسترساز، مكمل و توجيه‌كننده عمل كرده است

At the advent of Islamic Revolution in Iran there was a very crucial conflict between Iran and the division of power in the world. Joseph Samuel Nye has divided the power into two kinds, the soft and the hard power. Military and economic power as the hard and semi-hard power may lead people to change their positions. Soft power is power is the ability to influence the behavior of others to get the outcomes you want, not by forcing or rewarding other but by attracting people. After revolution the American policies put National security of Iran in jeopardize several times. Iran and the united state of America have had ups and downs in their relationship during the last 7 decades. They have experienced the strategic alliance as well as severing diplomatic relations and even imposing the military conflicts. The study of the relations between two countries have indicated that united state have tried to use hard power at the advent of the revolution in Iran such as Economic sanctions, military attack in Tabas and American cooperation with Iraq during the Iran–Iraq War. But these strategies ended in failure then the United States of America adopted some new policies such as soft power against Iran; accordingly the U.S policy towards Iran especially after September eleven has been a mixture of hard and soft measures. Hence their soft power may justify using of the hard power
